The fisherman that lives with the Shell Bell woman will give you a new Heart Scale everyday. I put TAKON TICKET in caps because you don't want to overlook this. The guy upstairs is the one to deliver Milla's letter to. He'll ask you to give Milla one last letter. Go back to her place to do so, THEN COME BACK AND TALK TO THIS GUY AGAIN ASAP. He'll thank you for delivering the letter and give you the ticket. I put so much emphasis on this because he'll leave after you get your eighth badge, meaning you don't get the ticket if you haven't by that point. Which means you can say bye-bye to getting Mew and Mewtwo. You can wait until you have Fly to finish this, but I wouldn't put it off for any longer than that. 

Anyway, since there's Magnemite blocking the east path, you're going to have to head south to investigate. Yes, this means you need surf to continue with the story.

Examine the test tubes if you're curious to see what's inside. You can evolve Magneton here if you want. Taking the stairs to the northwest will take you to a basement with a Scientist. He'll give you a Rotom, and the boxes surrounding him contain things that Rotom can possess. To the northeast is the stairs to an office, where Team Annhiliation is up to no good. Help Hercules beat them up and you'll get a Nugget when you talk to the president afterward. There's also Leftovers in his trashbin. Score!

Now that you're all stocked and powered up, head to the gym!
